CST Land Developers Announces New Senior Housing Community in Livingston Parish
$20 Million Apartment Community Now Underway

 

Livingston Parish is the site for a $20 million apartment community developed by CST Land Developers, LLC. The new apartment community, comprised of 120 one- and two-bedroom apartments, began construction last week and is earmarked for completion in the fall of 2021.  Leasing will begin in April 2021.

“Morningside has been a focus of our firm for some years as we realized the need for quality construction at affordable rates for pre- and post-retirees,” said Tom Delahaye, CST Land Developers’ managing partner.

Delahaye and partners, Stan Baudin of Plaquemine and Chris Coffin of New Orleans, began developing a 70-acre Livingston Parish site on Buddy Ellis Road in 2006.  CST Land Developers captured a Good Growth Award in 2018 for their Livingston Parish luxury development, The Palms at Juban Lakes.

Delahaye reported the $20 million development has been funded by PNC Bank with $5.3 million in tax credit equity and $8.46 million in permanent financing; and, with a $6 million Community Development Block Grant awarded from the Louisiana Housing Corporation.  “The Morningside development is evidence of the successes we’ve had providing housing stability for seniors across the state, especially in our rural parishes,” said Louisiana Housing Corporation Executive Director E. Keith Cunningham, Jr. “LHC is continuously working to ensure that we meet the housing needs of our seniors. This opportunity also serves as a reminder that Louisiana’s seniors cannot and will not be forgotten in times of economic hardship and uncertainty.”

Morningside has been designed by Lance Malley, AIA Architect, The Architectural Studio of Baton Rouge.  Benchmark Group LLC is providing civil engineering and Block Construction, LLC, is the construction contractor.

Since the formation of CST Land Developers in 2006, the firm has completed five apartment developments and the firm anticipates construction of two additional projects on the Livingston Parish property and one in Zachary by 2022.

In addition to the Palms at Juban Lakes, CST Land Developers, LLC has also developed The Crossing Apartments, The Reserve at Jefferson Crossing, The Palms at Sunset Lakes ( 144 units currently under construction in Zachary) and The Village at Juban Lakes, all located in the Baton Rouge region; and, Sonoma Palms Apartments located in Las Cruces, New Mexico. The Village at Juban Lakes was sold in 2016.  Morningside will bring CST’s ownership to approximately 916 units with an anticipated additional 168 units in the metro Baton Rouge market to be completed by December 2022.

Morningside has many special features for seniors (55 years+) including a fitness center with lifestyle programming, arts and crafts room, entertainment room with jukebox, pool, dog park, clubhouse and stainless-steel appliances. The apartments have been designed with unique architectural details for maximum mobility and optimal energy efficiency.

The lease rates will be $ 770 for a one bedroom, $819 for a two bedroom.
